A question= If A1 is dibbling, then has an interrupted dribble, and fouls B1 while trying
to retrieve the ball, would that qualify as a team control foul?

Team-control foul: When a member of a team in possession of
the ball during a throw-in commits a common foul, that foul is a team-control foul.
Remember, the throw-in begins when the ball is at the disposal of the player entitled to
the throw-in and the official has started his throw-in count.
The throw-in ends when a
passed ball touches or is legally touched by a player in bounds. Any common foul committed
during this period shall be a team-control foul.

We can't have a PC foul or acknowledge a timeout request because there is no player
control during an interrupted dribble.
We can have a 3 second count because team control still applies.
A "team control foul" -see Ferreros's post - is a college ruling which applies
during an interrupted dribble - just as it applies during a pass, for example.

About rule 4-26.9 definitions:
A team-control foul is a common foul that is committed by a member of a team that
has team control or is in possession of the ball during a throw-in.
A player-control foul is an offensive foul that is committed not when a player is
shooting, but just when his team is in control of the ball.
A player-control foul is counted as a team foul for the purpose of reaching the
bonus.
